The Florida House of Representatives has taken a significant step toward dramatically reshaping the state's tax landscape. Lawmakers approved a joint resolution to place a constitutional amendment on the November ballot that would initiate an immediate phase-out of all non-school property taxes for primary residences, known as homesteads.
The proposed phase-out would begin on January 1, 2027, ultimately eliminating these taxes for eligible homeowners. The measure passed along strict party lines with a final vote of 80-30, receiving support from all voting Republicans and opposition from all Democrats.
Proponents argue the amendment would provide substantial financial relief to homeowners, particularly seniors and those on fixed incomes, by reducing a major recurring cost of homeownership. They contend it would make Florida more affordable and attractive for residents.
Critics, however, have raised serious concerns about the potential consequences. The primary opposition centers on the immense fiscal impact for local governments, which rely heavily on property tax revenue to fund essential services. These include law enforcement, fire departments, libraries, parks, and road maintenance. Opponents warn of severe budget shortfalls that could lead to drastic cuts in community services or force a shift to other forms of taxation.
The resolution now moves to the Florida Senate for consideration. If approved by the Senate, the proposed amendment will be placed before all Florida voters in the general election this November. Voters would then have the final say on this potentially transformative tax policy.
