The battle for the Marina Safeway redevelopment was never really a fair fight. Align Real Estate, the developer behind the project, executed such a precise and early strategy that City Hall and local residents had almost no room to push back. By the time the public realized what was happening, the key decisions had already been locked in.
The trick was timing. The developer secured the site, filed the paperwork, and worked through the city's administrative review process before any formal opposition could organize. In San Francisco, that process is often the only real leverage the public has. Once a project is deemed compliant with existing zoning and environmental rules, the board of supervisors has very limited power to intervene. Align knew this and built their entire approach around it.
They also did their homework on the neighborhood. Instead of springing a surprise, they held quiet, early meetings with the most influential community groups and the local supervisor's office. Those conversations were framed as listening sessions, but they were really about identifying who might object and what it would take to neutralize them. By the time the official hearing came around, most potential critics had either been satisfied or had already moved on to other issues.
The result is that the project, with its mix of market-rate housing, retail, and the new grocery store, is moving forward with almost no meaningful changes. The neighbors who wanted more affordable units or a different building height got nowhere. The city's own planning staff signed off on the details, and the supervisors had no legal hook to force a redesign.
It is a textbook case of how development works in San Francisco today. The fight is won in the first few months, not at the public hearing. The people who showed up to speak at the final meeting were mostly going through the motions. The real war was over before they ever got a chance to raise their hands.
