The Los Angeles measure, officially known as Measure ULA, imposes a 4% tax on property sales exceeding $5 million and a 5.5% tax on sales over $10 million. Proponents of the tax argued it would generate hundreds of millions of dollars annually for affordable housing and tenant assistance programs. However, the tax has faced fierce opposition from real estate developers, luxury homeowners, and business groups who claim it has severely depressed the high-end housing market and driven sellers to other cities.

Since its implementation, luxury property sales in Los Angeles have plummeted, with some estimates showing a 40% decline in transactions above the $5 million threshold. Critics argue the tax has not only failed to generate projected revenue but has also exacerbated the city's housing crisis by discouraging new development and reducing inventory.

The repeal effort, spearheaded by the California Business Roundtable and other real estate interests, would amend state law to prohibit local governments from imposing transfer taxes exceeding 0.5% of a property's sale price. Supporters of the repeal argue that local transfer taxes create an uneven and unpredictable business environment, while opponents contend that the measure would strip cities of essential tools to fund affordable housing initiatives.

If passed, the repeal would take immediate effect, voiding the Los Angeles mansion tax and preventing other California cities from adopting similar measures. The November election is expected to draw intense campaigning from both sides, with affordable housing advocates warning of devastating cuts to homelessness programs and repeal supporters promising a revival of the luxury real estate market.
