The Illinois Municipal League has unveiled its own counter-proposal, claiming the governor's plan would not actually make housing more affordable while eroding local control over zoning and development.

The league represents over 1,200 cities, villages, and towns across the state. Its members say Pritzker's approach would force municipalities to accept high-density developments without giving them a say in infrastructure, school capacity, or neighborhood character. Instead, the league is offering a framework that keeps decision-making power at the local level while still encouraging more housing construction.

Under the alternative plan, cities would voluntarily commit to increasing their housing stock through incentives rather than state mandates. The proposal includes streamlined permitting for affordable units, density bonuses for developers who include low-income housing, and grants for infrastructure improvements tied to new construction.

Pritzker's original bill, introduced earlier this year, would override local zoning laws in communities that fail to meet state-set housing targets. Supporters argue that decades of exclusionary zoning have driven up costs and pushed working families out of desirable areas. But the Municipal League counters that the state's one-size-fits-all approach ignores the unique needs of rural towns, small suburbs, and dense urban centers.

The standoff highlights a broader tension in housing policy across the country: how to balance the urgent need for more units with the long-standing tradition of local land-use control. Both sides say they want more affordable housing, but they disagree sharply on who should decide where it goes. The league's proposal is now circulating among state lawmakers, setting up a potential compromise in the coming legislative session.
